About the Forum
Background
Gender equality is a fundamental human right and a critical component for sustainable development. However, globally and in ASEAN, gender disparities persist in economic participation, leadership, and access to resources. Women continue to face barriers in employment, decision-making, and economic opportunities, often due to structural inequalities and socio-cultural norms.
In ASEAN, women’s labour force participation remains lower than men’s, and many women are engaged in unpaid care work, limiting their economic mobility. Studies show that closing gender gaps in the economy and social could significantly contribute to national GDP growth. However, systemic challenges such as workplace discrimination, lack of supportive policies, gender norms and gender bias in leadership positions continue to hinder progress toward true gender equality.
With rapid digitalization, climate change, and evolving societal norms, it is crucial to ensure that gender considerations are embedded in policy development, economic strategies, and institutional reforms. The Gender Outlook Forum 2025 seeks to provide a strategic platform for policymakers, researchers, civil society organizations, and industry leaders to discuss gender equality, share best practices, and formulate actionable solutions.
Advancing Gender Equality in ASEAN
The Gender Outlook Forum 2025 brings together government leaders, policymakers, civil society, industry players, and gender advocates from across ASEAN to address key gender-related challenges and craft practical solutions. Set over two days, discussions will focus on gender mainstreaming, responsive budgeting, digital inclusion, climate resilience, economic empowerment, and social protection.

Core to this event will be multi-stakeholder collaboration - building lasting partnerships to embed gender equality in policies and institutions, and to drive inclusive, long-term impact.

The key scope of the Forum

The Gender Outlook Forum 2025 aims to convene government representatives, policymakers, civil society organizations, industry leaders,
and gender advocates across ASEAN to discuss pressing gender-related challenges and develop actionable solutions

Objectives
Gender Outlook Forum consists of four (4) main objectives to address the gap;
Mainstreaming gender equality at the decision-making level across policy sectors to gain support at the national and international levels.
Facilitating policy dialogues and stakeholder engagement at both local and regional levels, promoting a whole-of-government approach to mainstream gender across sectors and identifying evidence of progress.
Enhancing national and sub-national government efforts to strengthen capacity, tools, and existing resources for policymakers in promoting gender equality within the context of global transitions, in line with government commitments.
Serving as a discussion platform to share innovative and collaborative solutions for addressing intersecting challenges and leveraging the nation's potential to build a resilient and inclusive society while promoting gender-sensitive development.
Key Areas of Discussion
Five (5) core pillars each addressing a critical aspect of gender equality:
Enhancing gender mainstreaming, government capacities and data availability.
• Integrate gender perspectives into all sectors and levels of governance and improve data collection and analysis.
• Improve data collection and analysis to inform evidence-based policies.
Preventing Violence Against Women in Politics and Strengthening Democratic Participation.
• Identify and address systemic barriers that prevent women from achieving their full potential.
• Promote inclusive policies and practices that ensure equal opportunities for all.
Reducing gender equalities by investing in care and upholding women’s economic empowerment.
• Highlight the importance of care work in achieving gender equality.
• Strategies for investing in care infrastructure to support women’s participation in the workforce.
Climate Change, Green Sustainability and Technology.
• Address digital gaps and the impact of digital technologies on well-being.
• Explore how technology can be leveraged to promote gender equality.
Strengthening Gender Equality through Robust Legal Frameworks
• Legal frameworks serve as the foundation for guaranteeing that all individuals, regardless of gender, have the same rights and protections.
